Reduce / Modify Safehouse Robberies

Double suggestions: 1. Reduce safehouse robberies or 2. Add a way to have a silent entry.

In the past 60 minutes there has been 4 Safehouse robbies. Two of them were consecutive. If PD is being told to slow their pacing a bit and take things as they come without just being bots going full max on calls, then slowing these will help a lot. It will allow people on lower priority calls to enjoy themselves.

Loud Entry: Blow it up, smash and grab style with a slight reduction in loot table (if possible) because they blew up the door.

Quiet Entry: Alternative route to breaking into safehouses that has a low chance to trigger the PD response and thus also removes the desire to have a hostage at these. Something akin to a complicated lockpick/hack.

After seeing a number of these pop and PD getitng in their own way with we must absolutely have 10 officers and 4 units, it’ll put a strain on PD who want to do smaller calls to help spread other RP moments beyond hostage > rob > chase.

Id like to add on to this since the restart there has been 4-5 in the last 2 hours. Most of the time one goes off just as the other one either started running or has been going for 5-10 min. We do not have enough officers for these and it forces us to drop any RP situations and go to these calls. I want to be slower with the jobs not have them popping off all the time. This feels like a grinder mentality with how fast they are popping off, and not allowing for us to actually RP.
